MEC senior managers drilled in performance management skills

The Malawi Electoral Commission (MEC) commissioner, Gloria Chingota has said performance management skills form the basis to steer the commission towards an ideal, effective and creative electoral management body in readiness for the 2014 Tripartite Elections.

Chingota made the call when she officially opened a performance management training workshop in Zomba organised in conjunction with the Department of Human Resource Management to impart knowledge to participants about appraisal systems.

“The programme is in line with our strategic plan which we have developed which included training our senior officers on performance appraisal with the aim of predicting the outcomes and take proactive and corrective action through talent-related processes like recruiting, training and development,” she said.

Chingota also observed with the performance appraisal system in place, MEC would be able to assess its staff fairly with those that deserve rewards get promoted and their salaries increased according to their performance.

She said the performance management system would motivate their employees in managing the affairs of the body including management of the electoral process because the staff will be assured that those that will perform better will be rewarded at the end.

Sibusiso Jere, deputy director for policy research in the Department of Human Resource Management said during the workshop government has introduced performance management system in the public service as one way of appraising individuals and departments on their performances and reward individuals based on performance.

Jere said this is contrary to the system of confidential reports which started in the 1960s which is closed and not transparent and at the same time does not give feedback.

“In the past, at the end of the year, a boss could just sit in his office and start writing assessment of his subjects in certain circumstances damaging some talents that they will never be promoted as long as he was at the helm of the department ,sometimes out of malice,” he explained.
