Teachers start receiving September salaries

 

Public primary and secondary school teachers in 10 districts, who failed to receive their September salaries, can now afford a sigh of relief as they have started getting paid.

Ministry of Local Government and Rural Development spokesperson Muhlabase Mughogho, while confirming the developments in an e-mailed response to a questionnaire, attributed the delays to late submission for funding requests to Treasury.

She said under normal circumstances, the funding requests are supposed to be submitted by the fifth for that month’s funding in the Integrated Financial Management Information Systems (Ifmis).

“When a district council fails to meet this date, the whole payroll is affected onwards because they cannot process anything until when funding is done. For instance, for the month of September, only Zomba, Likoma, Machinga and Salima met the deadline,” she said.

Mughogho said by the fifth of this month, all district councils had their salaries paid except for Rumphi due to their unnecessary delays in making submissions for their funding.

Teachers Union of Malawi (TUM) last week expressed concern on the delays by district education managers (DEM’s) in making submissions to the district commissioners (DCs) offices.

TUM general secretary Charles Kumchenga said: “Some of DEMs make submissions at the soonest time possible while some do not and it is very sad that despite our salary payment system being decentralised, we still have to face challenges in accessing our salaries.”

The affected districts included Lilongwe, Rumphi, Mwanza, Karonga, Nkhata Bay, Blantyre, Mulanje, Nkhotakota, Phalombe and Mzimba. n
