If I were

Emmanuel Fabiano

Minister of Education, Science and Technology, I would realise that the drop in Junior Certificate of Education (JCE) and Primary School Leaving Certificate (PSLC) examinations’ pass rate is a hint of poor learning and teaching conditions and hence, the need for government to do something about it.

If I were Fabiano, I would realise that the drop in the pass rate, small as it may seem, is confirmation that factors which are crucial in education such as lack of motivation for teachers coupled with unqualified teachers are being disregarded.

Oh yes, if I were just bwana Fabiano, I would realise that when there are no teaching and learning materials in schools, the end result is obviously a drop in pass rate.

If only I were the minister responsible for education, I would appreciate that when teachers go for months without getting their pay, there is no way they can be motivated to give out something extra.

How I wish I were Hon Fabiano, because I certainly would realise that when government is failing to employ about 11 000 student teachers against the growing number of pupils in schools, then the harsh reality is that education standards will continue to go down leading to a drop in pass rates.

Of course, that is if only I happened to be Garry Chirwa; MP, Minister responsible for Education, Science and Technology, but sadly, I am not.
