Malawi Deputy Minister of Agriculture Ulemu Chilapondwa has claimed that looting of government resources did not start with the advent of multiparty but used to take place during the one-party government of the Malawi Congress Party (MCP).

Chilapondwa, who is son to a former MP and deputy speaker, claimed to have knowledge of former president Hastings Kamuzu Banda condemning corruption and theft by public officers.

His comments on Wednesday were in response to MCP’s statement made on Tuesday that Malawi had “the best and dedicated civil service in the whole African continent during the MCP regime.”

“If anyone says MCP is clean, that is not true. What Kamuzu Banda did was to encourage MPs to have estates and work to fend for themselves. To his dismay, some would own 12 to 15 instead of just two,” Chilapondwa said.

MCP did not, however, respond to this assertion.

In the MCP contribution, Lilongwe Msozi South parliamentarian Vitus Dzoole Mwale called for further investigations into the fire that gutted Electricity Supply Corporation of Malawi (Escom) House in Blantyre on October 19, saying it might have been an act of arson to deliberately destroy evidence.

“MCP used to construct permanent structures which to date have not caught fire. What actually happened at Escom, Government should tell us,” Dzoole Mwale said.

  1. Irrelevant, Ulemu khala chete. In a span of 5 years watha kale mtunda. Owning a piece of land is not theft nor corruption in itself. What PP is doing is theft or looting and its beyond the designation of Anti Corruption bureau. What PP has done is beyond killing, but genocide of the poor voters. People are dying in hospitals because of no medics in hospitals.

  2. Hon. Ulemu better keep quite if he has nothing to say the more you try to push it to others the more you decampaign yourself and the party. Pple do steal we know but this stealing is like nobody cares we cannt see any developement now we are just talking of six miles connecting mchinji road not even 30km but will take two yrs to finish while roads mentioned in this years budget nothing is happening.

  3. O chilpondwa ife tiludziwa kuti sukulu simudapite nayo patali. Kulibwino kwankhala cheteee! MCP left government 19 years ago and we did not hear anything of this sought except the theft K17,000 by Bakili Muluzi which he used to buy a Leyland Bus and he faced consequences for this. Chilapondwa should know that a person is held accountable for a responsibilty only is that person is able to control or has the ability to fulfill that responsibility. At this point in time, Joyce Banda and PP are in control of the situation and is therefore accountable for whatever is happening. Two wrongs do not make right. This game is right in your palm and you should point a finger at anybody else. You should be thankful that you have tasted a deputy ministerial post and this is your last chance. You have 6 months to go. Go and check your hansard on the speech you made during the budget session of 2011 in praise of Bingu wa Muthalika. Now that you have a scone in your month you want tp please your mistress. Shame on you.
