Ex-Treasury chief added to K5bn MSB loan case

The State has added former secretary to Treasury Cliff Chiunda as third accused in case involving K5 billion fraud at the disposed of Malawi Savings Bank (MSB).

Initially, businessperson Leston Mulli and former chief secretary to the government Lloyd Muhara were the two suspects.

The case was set for plea-taking and directions yesterday, but was adjourned to October 11 2022, according to a notice of adjournment dated September 13.

Chiunda’s lawyer, Gladwell Majekete, said yesterday his client was arrested two weeks ago and released on police bail. He is facing a charge of conspiracy to defraud.

He said that when the court sits on October 11, the State will bring an amended charge sheet to include all the three and they will be expected to take plea.

Mulli and Muhara were arrested in July this year and were released on court bail.

In the initial charge sheet, Mulli was answering charges of conspiracy to defraud while Muhara was answering a charge of conspiracy to defraud and abuse of office. They are suspected to have committed the offences in 2019.

The suspects are accused of conspiring to defraud MSB Debt Collection Company Limited through an arrangement to repay a debt of K5 billion in 50 years.
