Govt banks on transaction manual for smooth operations
Principal Secretary for e-Government Stephen Mjuweni has described the Commercial Transaction Manual being developed under the World Bank-funded Digital Malawi Accessibility project as a procedural document that represents a shift on how the nation handles digital transactions.
Speaking during a meeting with the private sector in Blantyre, he said the manual will ensure that the design, procurement and management of commercial transactions will determine the success and sustainability of the projects.

“The manual is more than a procedural document, it represents a shift on how we approach digital development to ensure that every transaction whether public or private aligns with global best practices and national priorities,” said Mjuweni.
He said the manual will introduce standardisation, risk management and value for money in government operations as the country strives to achieve the Malawi 2063 which seeks to build an exclusively wealthy and self-reliant nation.
Speaking in an interview, Public Private Partnership Commission chief executive officer Patrick Kabambe said the commission is the implementing agency of the project which will run from 2024 to 2030 with a $150 million grant from the World Bank.
He said the project connected 530 public institutions, including district commissioners’ offices, health facilities and agriculture offices to the Internet countrywide.
The project is a successor to the Digital Malawi Programme Phase 1: Digital Foundations Project which phased out last year.
