SICPA Malawi, MRA drills workers on tax stamps

The Malawi Revenue Authority (MRA) and SICPA Malawi have drilled the tax collector’s workers on  how to assess the fiscal impact of the Kalondola Tax Stamp system.

Held in Blantyre, the session brought together staff from MRA’s Domestic Taxes, Customs, Enterprise-Wide Risk Management, and Policy and Planning and Research Divisions.

In his address, SICPA Malawi chief finance manager  Mussa Chayenda emphasised the importance of sustainable knowledge transfer in the MRA-SICPA partnership.

“We are committed to building locally rooted technical expertise within MRA by providing advanced analytical tools that empower teams to make data-informed decisions and optimize enforcement strategies,” he said.

A central feature of the training was the presentation of a case study showing a 77.59% increase in beer tax revenue—from K12.3 billion in 2021 to K21.9 billion in 2023—following the adoption of the Kalondola tax stamp system.

 The data, drawn from MRA’s internal records, highlighted the system’s success in combating illicit trade and enhancing fiscal transparency.

The training aligns with MRA’s drive to meet its MWK4.3 trillion revenue target for the 2025/26 financial year, MRA deputy commissioner for systems and business analysis Kondwani Sauti-Phiri said.

“Tools like tax stamps are crucial, but their success lies in our ability to evaluate and act on their impact. We are thankful to SICPA Malawi for their ongoing support in building this capacity,” he stated.

SICPA Malawi’s role in supporting the rollout and ongoing implementation of the Kalondola system was also highlighted, with the company’s pre-rollout market intelligence helping MRA refine its strategies and improve fiscal monitoring.

All participants received certificates in recognition of their contributions and active involvement in the session.
