Civil Servants Trade Union (CSTU) Mzuzu chapter has written CSTU president and CSTU national secretariat to convene a quadrennial conference before October 10 or risk legal action.

In a letter dated September 27 2013 sourced by The Nation, the  chapter says said the CSTU president and its members are operating illegally, a development that poses a threat to the welfare of civil servants since their decisions can be challenged in court.

Its chairperson Steve Munyenyembe echoed the stand in an interview yesterday.

“In line with Chapter III, Section 6:4 (d) of the CSTU constitution, a quadrennial conference was supposed to have been called and convened sometime in December 2011 or thereabout.

“We have been reading in local newspapers comments from various quarters, including academicians from Chancellor College that decisions by the current CSTU leadership can be challenged.

All this is because the current CSTU leadership is operating after the expiry of its constitutional mandate,” reads the letter.

The letter warns that if the conference is not convened, steps will be taken to force the current leadership to follow the constitution.

Munyenyembe clarified that: “It is not acceptable to have newly elected (2013) district and regional committees led by the president and executive elected in 2007.

CSTU president Kamphinda Banda acknowledged receipt of the letter, but refused to grant an interview on the phone. He requested for a questionnaire via e-mail, but refused to give the reporter his e-mail address.
